Tuguegarao City, the city capital of the Province of Cagayan and the Regional Center of Cagayan Valley Region (Region 02) is a major urban center in Northeastern Luzon and a Primary Growth Center. Historically, it is important as the provincial capital of the Province of Cagayan, as a trading center for the Tobacco Monopoly and as the only center for the higher education in Northeast Luzon.
Tuguegarao was founded in 1604 as a “mission-pueblo”, and before it became the capital city of Cagayan, it was the only first class municipality in the province. The majestic Cagayan River is the longest river in the Philippines, and is key to the growth of the province’s industries and tourism. Popular activities include a spelunking expedition at the Callao and Sierra caves, bat watching, rappelling, kayaking and a walking tour of the city market.
